BEAD Endorsement Guidance

This resource provides guidance on writing a BEAD endorsement resolution and/or letter to support an Eligible Entity’s BEAD funding application for a specific geographic area, including county-wide.

Audience: County and Tribal governments, as only they can provide endorsements.

Why Resolutions? Resolutions ensure transparency and demonstrate community and Eligible Entity (such as ISP) collaboration. Whether using a resolution plus letter or just an endorsement letter, sample language is provided to highlight interactions with the Eligible Entity and support for broadband expansion.

Process Overview:

  • Resolutions: If choosing to pass a resolution, the resolution should direct a letter of endorsement to be written after the resolution has been passed.
  • Endorsement Letters: If opting for only an endorsement letter (the minimum required), it is recommended to write the letter before the meeting and include it in the meeting packet for public transparency. The letter can then be signed after the meeting.

Timeline:

  • Now through October 2024: Engage with eligible entities (ISPs, local and Tribal governments) to understand their plans and consider partnerships.
  • Eligibility for BEAD Sub Grants: Entities must go through the Letter of Intent process and meet specific criteria, including providing reliable broadband service, demonstrating capacity, and complying with requirements.
  • September/October through November 30, 2024: Schedule the endorsement on the county board/Tribal Government Body agenda by December 18, 2024.
  • Resolution/Letter Submission: Ensure BEAD applicants have the necessary endorsements to apply for funding by the Wisconsin Broadband Office.
