Participating in Public Comments and Hearings with the PSC

The Public Service Commission (PSC) reviews applications for all electric generation facilities that are 100 megawatts or larger, including renewable energy projects.

There are multiple opportunities for public comment, and communities are encouraged to provide input.

Guide to Key Commenting Periods

Public comments can be submitted by mail, online, and sometimes in person. All comments are considered equally.

Scoping Comment Period

There is a scoping comment period of at least 10 days on all new large-scale solar projects while the PSC prepares for an Environmental Assessment or Environmental Impact Statement.

The PSC may also hold informal “scoping sessions” to gather public input about the project’s possible environmental impacts.

Comments can be submitted online or by mail.

Environmental Assessment (EA) Comment Period

If an Environmental Assessment is required for project review, it will include a decision about whether an Environmental Impact Statement (EIS) is needed.

A comment period of at least 15 days will be provided on the EA’s decision on whether or not to complete an EIS.

During this period, the public can submit comments about the project’s environmental impact and any need for an EIS.  Comments can be submitted online or by mail. These comments will be reviewed by PSC staff who decide on any changes to the EA or need for an EIS.

Environmental Impact Statement (EIS) Comment Period

If an Environmental Impact Statement (EIS) is required, a draft EIS will be published with a public comment period of 45 days.

Comments can be submitted online or by mail. These comments will be reviewed by PSC staff and reflected in the final EIS.

Public Hearings

Public Hearings are held after the Environmental Assessment and/or Environmental Impact Statement are complete.

In addition to being able to submit comments by mail or online, participants can also testify in person at Public Hearings.

This testimony becomes part of the record for the Commission’s decision.
