Participating in Public Hearings and Comments with the Public Service Commission
The Public Service Commission (PSC) reviews all applications for all large-scale renewable energy projects that are 100 megawatts or larger. There are comment periods where the public can submit a comment for the record by mail, online, or in person at public hearings.
Guide to Key Commenting Periods
All PSC permitted projects have a 15-day comment period after the Environmental Assessment is published.
If the Environmental Assessment (EA) finds the project is likely to have significant environmental impacts, then an Environmental Impact Statement (EIS) is also required.
Once the PSC makes their initial decision about whether an EIS is required, the public can submit comments on the project’s environmental impact, which will be considered and reflected in the final Environmental Assessment.
If an Environmental Impact Statement is required, there is also a 45-day comment period on the draft EIS.
Public comments can be submitted by mail, online, or in person. See the PSC’s requirements of a public comment and suggestions for making effective comments.
Public Hearings are held after the Environmental Assessment and Environmental Impact Statement (if required) are completed.
Participants can give online, oral, or written testimony at Public Hearings. This testimony becomes part of the record for the Commission’s decision.
