Dan Sande is a seasoned utility industry executive with over 25 years of experience in developing innovative solutions for companies and customers. As the Manager of Gas & Electric Policy at Wisconsin Energy Corporation / We Energies – Wisconsin Public Service, he has successfully led multi-million dollar infrastructure projects and improved key customer relationships.
A licensed Professional Engineer and MBA graduate from the University of Wisconsin-Madison, Dan is recognized for his strategic leadership in regulated environments and his ability to solve complex problems. He has played a pivotal role in shaping industry policies, resulting in significant cost recoveries and the retention of major customers.
Currently, Dan chairs the Diggers Hotline of Wisconsin Executive Board and has led various committees within the Wisconsin Utility Association. His collaborative approach and extensive expertise continue to drive innovation and excellence in the utility sector.

Jessica Hatch
Broadband Coordinator, Door County
As the Broadband Coordinator for Door County, Wisconsin I’m passionate to be the point person to lead the strategic planning for FiberNet – a broadband fiber network project that meets the needs of our residents, guests and businesses. I serve as a champion to provide access to reliable and affordable Rural Broadband which spurs economic development, greater educational opportunities and better health outcomes. I’m a recognized relationship-builder who kindles effective interactions and strategic alignment to deliver successful business outcomes. I work collaboratively to celebrate diverse viewpoints and to craft a singular vision.
This work includes local coordination with our municipal broadband committees to assist them in finding ISP’s to enter into public private partnerships to build out fiber to the premise infrastructure throughout their municipal boundaries. This work also consists of creating and working in and with a County digital equity and inclusion (techquity) sub-committee to grow and strengthen a digital inclusion ecosystem in Door County.
